Commerce is unlike any other city in southeast Los Angeles County. It was incorporated in 1960 specifically to protect its industrial tax base, and roughly 6.5 square miles of warehouses, distribution centers, manufacturing plants, and rail yards define the city. The I-710 Long Beach Freeway and the I-5 Santa Ana Freeway run directly through it, routing port-bound truck traffic across local streets every hour of the day. That constant heavy load - far beyond what most standard parking lots and driveways are designed to handle - accelerates pavement fatigue from the bottom up. Cracking that would take ten years on a residential street can appear in three or four years on a Commerce industrial lot that was built to a standard spec rather than a load-appropriate one.

The soil conditions here add another layer of complexity. The Los Angeles basin's alluvial soils, which include clay-heavy deposits near the Los Angeles River that borders part of Commerce to the southwest, expand in wet winters and shrink in dry summers. The Los Angeles River runs along part of the city's southwestern boundary, and the I-710 and I-5 freeways intersect within its borders. Despite its industrial identity, Commerce funds an unusually broad range of resident services - including a free city bus, an aquatics center, and a senior center - made possible by the casino and outlet tax revenue.
